We are excited to share an update about the future of the services provided by Michael A. Reuter Consulting Services, Inc. and Policy Analytics, LLC.
Beginning in 2026, Mike will be joining forces with Policy Analytics. Together, we will expand our capacity to serve clients and bring our combined expertise to bear on the complex fiscal policy decisions facing public sector leaders. Mike and Policy Analytics have worked in the same space — and often side by side — for many years, with a shared commitment to providing state and local government clients with fiscal analysis that is clear, credible, independent, and actionable.
Mike Reuter has over three decades of experience in Indiana local government finance, with a consulting practice focused exclusively on the financial management needs of Indiana schools, cities, counties, townships, and libraries. His work covers many aspects of local government finance: developing budgets, navigating financial reporting, planning for revenue fluctuations, and incorporating information from property tax assessments, collections, and the distribution of local option income taxes into actionable long-term fiscal plans.
Before establishing his consulting practice, Mike spent 25 years as Chief Financial Officer of Hamilton Southeastern Schools, one of Indiana’s fastest-growing school districts, overseeing its finances as enrollment grew from approximately 4,000 students in 1994 to more than 22,000 by 2019. Earlier in his career he served as Chief Assessment Coordinator for the Hamilton County Assessor’s Office and as a Field Representative for the State Board of Tax Commissioners, grounding him in the regulatory framework that shapes local government finance across the state. Michael holds a B.S. in Business Management from Ball State University.
Services to existing clients will continue without interruption. Mike will remain the main point of contact for the clients that have engaged with him over the years. Over time, Mike’s services will be strategically integrated into the Policy Analytics structure, with clear communication every step of the way. Mike will remain actively involved throughout this multi-year transition to ensure it is smooth and seamless.
