William_Sheldrake

William Sheldrake

President

Bill Sheldrake, a recognized leader in economic analysis, state and regional economic development, and public finance, is the President and founder of Policy Analytics. With more than 30 years of experience in economic policy analysis, research, and finance, Bill provides both analytical leadership and firm direction in the carrying out of Policy Analytics’ projects. Bill served for more than eight years as President and CEO of the Indiana Fiscal Policy Institute, a non-partisan, independent, governmental research organization.  Under his leadership, the IFPI conducted research on human capital shortages in Indiana, examined public pension funds, and assisted in the development of Indiana tax restructuring legislation, among many other projects. Before serving with IFPI, Bill served as the Indiana State Budget Agency’s chief revenue forecaster, head of tax analysis, and Deputy Budget Director.  In this role, Bill was responsible for forecasting elements of the Indiana economy, and analyzing all Indiana economic regions.

Bill has led for a wide range of recent Policy Analytics projects, including:  leading the analysis of the Chicago regional economy for the Northern Indiana Commuter Transportation District’s FTA New Starts application process, and the construction of a Comprehensive Strategic Development Plan for the Northwest Indiana Regional Development Authority.  Bill is also a former member of the National Board of Trustees of the Governmental Research Association and member of the Governmental Accounting Standards Board Advisory Council.  Bill earned a master’s degree with a public finance concentration from Purdue University.

Jason_ONeill

Jason O’Neill

Managing Director

Jason is Policy Analytics’ Managing Director, overseeing the long-term strategy and day-to-day operations of the firm.  Jason has 17 years of experience in helping clients to evaluate complex policy choices and to quantify the budgetary and economic implications of available options.  His work centers on developing and using forecasting and simulation tools to inform the strategic direction of economic development, capital investment and local government finance.  Jason has broad experience assisting clients in evaluating the fiscal implications of public policy decisions using accurate, quantitative methodologies. 

Jason has worked extensively with school corporations, county and municipal governments, and on numerous strategic planning projects.  Jason holds a Master’s in Business Administration, with a concentration on Finance, from the Indiana University Kelley School of Business.

David_Reynolds

David Reynolds

Senior Vice President

David serves as Policy Analytics’ Senior Vice President, applying his extensive finance expertise to support clients in developing sound fiscal strategy.  David began his public service career in 1991 as a Public Safety Budget Analyst for the Indiana State Budget Agency.

In 1996, he served as a Fiscal Analyst for the Indiana House of Representatives’ Ways & Means Committee, and then in 2001 he was appointed as the Deputy Budget Director for the Indiana State Budget Agency. He served three Governors (O’Bannon, Kernan, and Daniels) in that capacity. In August of 2007, David was appointed by Governor Daniels to the position of Executive Director of the State Student Assistance Commission of Indiana.

David moved to local government in January of 2008 when he joined the Ballard Administration and served as the Indianapolis City Controller. In October of 2010, he returned to state government and served as the Executive Director of the Office of Senate Fiscal Policy.

David holds a bachelor’s degree from Indiana University-Purdue University Fort Wayne, and has completed graduate work at the Indiana University School of Public and Environmental Affairs. In July 2019, David joined Policy Analytics, LLC and is the Senior Vice President.

Barry-Gardner

Barry Gardner

Director of School Services

Barry leads Policy Analytics’ School Services practice. He is a proven leader In Indiana school finance, having served as a school business official for 8 years, most recently as the Assistant Superintendent for Finance and Operations for MSD Wayne Township.

During his time in school finance, Barry has leveraged the strengths of each district to maximize their resources.  Whether by creating additional financial capacity while decreasing the tax rate or by helping a district reach a point where it could allow an operating referendum to expire, Barry has led through innovative approaches to financial challenges. While serving in school finance, Barry has been a leader in the Indiana Association of School Business Officials serving on committees such as the School Finance and Fiscal Indicators Committees, and serving as the Region 8 Director for the association. Barry has been honored as the IASBO Region 8 School Business Official of the Year and the Indianapolis Business Journal CFO of the Year. He earned his bachelor’s degree in Elementary Education from Marian University and his Education Specialist degree from Ball State University. Barry is currently enrolled as a doctoral student in Educational Leadership at Indiana University Bloomington. He also holds a Certificate in Education Finance from the McCourt School of Public Policy at Georgetown University.

Isaac Ray

Isaac Ray

Director of Data Systems

Isaac is an experienced software developer, and is responsible for building and maintaining the data models and computer applications that serve Policy Analytics’ clients.

He is the lead developer on Policy Analytic’s proprietary Local Government Revenue Model, and has developed innovative data models in the areas of local government revenue analysis and forecasting, economic development planning, and economic impact analysis. Isaac earned a Bachelor’s degree in Computer Science from Purdue University.

Addie_Hanchett

Addie Hanchett

Senior Fiscal Analyst

Addie is a Senior Fiscal Analyst at Policy Analytics, focused on supporting school clients with comprehensive and accurate data analysis.  Addie has a strong quantitative background, assisting Policy Analytics in the development of statistical models and large-scale data analysis and geographic information systems.

Addie graduated from Rose-Hulman in 2017 with a degree in Mathematics, concentrating in Applied, and a minor in Economics.

Drew LeFebvre

Fiscal Analyst

Drew is a Fiscal Analyst and supports Policy Analytics clients by performing financial analysis, developing data models and GIS analysis.  Drew has strong skills in data visualization and presentation using mapping and data reporting frameworks such as PowerBI.

Drew graduated from the Indiana University Kelley School of Business in 2024, and is certified as a Level I Assessor-Appraiser. 

Tracy Boss

School Services Project Coordinator

Tracy Boss joined Policy Analytics as a School Services Project Coordinator in January 2025. She brings a decade of extensive experience in school finance, including seven years serving as Deputy Treasurer at Brownsburg Community Schools, where she demonstrated strong leadership in day-to-day school finance operations.

Tracy received her Bachelor of Science in Accounting from Western Governors University Indiana in 2017. She was named the Indiana Association of School Business Officials Treasurer of the Year for Region 8 in 2022. Tracy is also an active member of the association and has completed the IASBO Chief Financial Officer Certification program.

As a Project Coordinator, Tracy collaborates closely with clients and colleagues to provide data-driven insights and practical solutions that align with the firm’s mission of fostering informed decision-making and sustainable progress in meeting financial goals. Additionally, Tracy assists Policy Analytics clients in strategic planning through the development and monitoring of revenue and expense forecasts using the firm’s cash flow model program.

April Fitterling

School Services Project Director

April Fitterling joined Policy Analytics as a Project Director for School Services in June of 2025. She has 11 years of experience at Warsaw Community Schools. She has experience as their Corporation Treasurer and Chief Financial Officer. She has been a part of their long-term facilities planning, debt management, budget development, cash flow projections, investment strategies, board reporting and strategic planning.   She has proven her leadership ability at Warsaw while supporting the districts Business, Maintenance, Custodial, Food Service and Transportation Departments.

April has taught school finance, budgeting and facilities planning classes in the educational leadership program for Indiana State University. She is a proud member of Indiana Association of School Business Officials. She was voted 2018 Treasurer of the year for Region 2 and was most recently Region 2 Director. She has been a part of the IASBO Legislative Committee and School Finance Research Committee. Her continued involvement in the organization is important to her and her ability to continue to support Indiana school districts across the state.

April received her Bachelor of Arts in Business Administration from Indiana University in 2014. In 2018, she received her Master of Business Administration from Western Governors University and her Chief Business Officials Certification through IASBO.

As a Project Director, April enjoys collaborating closely with clients and colleagues to provide data-driven insights and practical solutions that align with the firm’s mission of fostering informed decision-making and sustainable progress in meeting financial goals.

Jane Herndon

School Services Project Manager

Jane Herndon serves as a School Services Project Manager with Policy Analytics LLC, where she works with public schools and libraries on long-range financial planning, tax base analysis, referenda and strategic fiscal decision-making. She brings more than 35 years of experience in Indiana public finance, with a career focused primarily on serving school corporations and libraries.

Prior to joining Policy Analytics, Jane spent more than three decades at Ice Miller LLP, where she served as bond counsel on thousands of school finance projects involving construction financing, operating and capital referenda, debt management and complex funding strategies for schools across Indiana. She also served as Practice Group Leader for the firm’s Municipal Finance Group.

Jane is widely recognized throughout Indiana for her leadership in school finance education and professional development. She has taught the IASBO Facilities Finance Certification course for more than 15 years and has been a frequent presenter for the Indiana Association of School Business Officials, the Indiana Association of Public School Superintendents and the Indiana School Boards Association on topics including school construction financing, debt management, referenda and long-range financial planning. She was also a founding board member of the Indiana Council of School Attorneys.

In recognition of her decades of contributions to Indiana school finance and professional leadership, Jane was inducted into the Indiana Association of School Business Officials Hall of Fame in 2026.

Jane received her Bachelor of Arts degree from DePauw University and her juris doctor from George Washington University Law School. She has been recognized by Indiana Super Lawyers and The Best Lawyers in America for her work in public finance and project finance law.

Matt Parkinson

School Services Project Director

Matt Parkinson is a School Services Project Director at Policy Analytics, providing technical guidance on property tax and related matters. Matt has extensive experience guiding superintendents, business managers, and School Boards as they navigate tax policy decisions, budget administration, and the financial challenges that come with operating a school district.

From 2021 to 2025, Matt served as CFO at MSD Warren Township, managing the district’s $160 million budget. At MSD Warren, Matt focused on growing the school corporation’s cash reserves to target levels, while helping the corporation continue to invest in academic programs and district priorities.

He previously served as CFO at Danville Community Schools, where he oversaw the district’s transportation, facilities, school nutrition, and latchkey programs. Before entering the school space, Matt spent over five years at the Indiana Department of Local Government Finance, including serving as Deputy Commissioner from 2015-2019.  Matt is a Certified Public Accountant.

Chris Swinefurth

Director of System Development

Chris brings more than 25 years of experience in software architecture, systems integration, and custom application development to Policy Analytics. He supports the design and development of data models and applications that serve the firm’s school corporation and local government clients.

An entrepreneur who owned and operated several technology companies, Chris has held leadership and solution architecture roles across the software consulting industry, translating complex business requirements into reliable, high-performing software for clients ranging from small businesses to Fortune 500 companies. Chris earned a Bachelor’s degree in Computer Science from Rose-Hulman Institute of Technology.

Mike Reuter

Client Services Consultant

Mike Reuter has over three decades of experience in Indiana local government finance, with a consulting practice focused exclusively on the financial management needs of Indiana schools, cities, counties, townships, and libraries. His work covers many aspects of local government finance: developing budgets, navigating financial reporting, planning for revenue fluctuations, and incorporating information from property tax assessments, collections, and the distribution of local option income taxes into actionable long-term fiscal plans.

Mike also spent 25 years as Chief Financial Officer of Hamilton Southeastern Schools, one of Indiana’s fastest-growing school districts, overseeing its finances as enrollment grew from approximately 4,000 students in 1994 to more than 22,000 by 2019. Earlier in his career he served as Chief Assessment Coordinator for the Hamilton County Assessor’s Office and as a Field Representative for the State Board of Tax Commissioners, grounding him in the regulatory framework that shaped local government finance across the state. Michael holds a B.S. in Business Management from Ball State University.

Kathryn (Kat) Booth

Office Administrator

Kat Booth is our Office Administrator, supporting the operations and client engagement of the firm. With over 15 years of professional experience, Kat has built her career as a consultant and healthcare strategist, working with health insurers, pharmaceutical manufacturers, and large academic health systems. Her expertise spans strategic planning, project and team management, marketing and promotional strategy, and translating quantitative research into actionable business insights. Kat began her career at West Monroe Partners consulting across healthcare, banking, and private equity before focusing her work on healthcare strategy and pharmaceutical market access consulting.

Kat holds a Bachelor of Arts in Economics from DePauw University as well as a Master of Business Administration and a Master of Health Administration, both from The Ohio State University.
